Owen Co. Office The Food Stamp Program is a 100 percent federally funded program which is administered through each state. Federal regulations which govern implementation of the program are developed by the U.S. Department of Agriculture, Food and Nutrition Services. In Indiana, FSSA is responsible for ensuring the federal regulations are initially implemented and consistently applied in each county.
